Necessary Information
- The first License is issued for all Motor Vehicles except MotorCycles and Three Wheels by the Office of the Provincial Commissioner of Motor Traffic, Western Province.
- But First License is issued by the Office of the Provincial Commissioner of Motor Traffic, Western Province for MotorCycles and Three Wheels that are in Colombo and Thimbirigasyaya Divisions.
- Revenue License is issued for a year starting from the Registered Date.
- License renewal is starting from the second License, from the Divisional Secretariat Office that is relevant with Registered Certificate Address. (Except Colombo and Thimbirigasyaya Divisions)
- In addition to the head office, revenue licenses for any vehicle registered in the Western Province can also be obtained from the Divisional Secretariats of Kaduwela, Katana, and Panadura.
Documents for Revenue License
- Original Certificate of Vehicle Registration / Certified Copy of the Vehicle Registration / Application for Transfer of Vehicle Ownership If the Certificate of Registration has not been received, it should be submitted along with a photocopy of MTA-11 and CMT-52 issued by the Department of Motor Traffic, Narahenpita.
- Revenue License of the Previous Year.
- Valid Vehicle Insurance Policy Certificates.
- Fitness Certificates for Commercial Vehicles. ( By a registered garage in the Western Province or by an SLTB depot in any part of the island)
- Passenger Service permits for OmniBus(14 days valid route permit with a photocopy).
- Valid Emission certificate
- In the first year of registration, brand new vehicles, vehicles registered before 1975, hybrids and electrics, but not shown in the system, a copy of the registration certificate should be submitted.

Penalties
- As the licensing year of a motor vehicle commence from the day and the month on the date of the first registration of that motor vehicle, be made within three working days of the corresponding day of the corresponding month (hereinafter called “the due date for the payment of license fee”) of the year in respect of which the license is applied for When a period is not exceeding 6 months has elapsed after the due date of payment of license fees-10% of the prescribed annual fee.
- License for a newly registered vehicle shall be taken within 7 days, and if the said period exceeds 10% of the prescribed annual fee.
- When a period of over 6 months but less than 12 months has elapsed after the due date for payment of license fees 20% of the prescribed annual fee.
- When a period is over 12 months has elapsed after the due date for payment of license fees 30% of the prescribed annual fee.
In addition to the normal Vehicle Revenue License Issue, Vehicle Revenue Licenses will be issued in the following cases where the Emission Certificate, Insurance Certificate, and Certificate of Fitness should be submitted as above depending on the nature of the vehicle.
1. Temporary revenue licenses are issued in cases where it is difficult to obtain the vehicle's emission certificate or fitness certificate.
(For this, a written request submitted by an approved garage or a photocopy with the original of the bill and registration certificate with the vehicle number should be submitted.)
2. In case of change of ownership of the lost/damaged vehicle, if the ownership of the vehicle is still there, a written request for re-licensing, along with a photocopy of a valid identity card and a photocopy of the vehicle registration certificate can be obtained by making a timely payment and re-issuance.
3. In case of non-ownership of the vehicle, the original copy of the police complaint with the vehicle number regarding the loss of the revenue license, a photocopy of the valid identity card of the person who made the relevant police complaint, and a photocopy of the vehicle registration certificate should be submitted and paid in a timely manner. It is not necessary to obtain a new Emission Certificate of Eligibility to obtain a Revenue License again.
4. For vehicles transferred from other provinces to the Western Province, a photocopy along with the original copy of the registration certificate, the last obtained revenue license, or the final license issued by the Divisional Secretariat (Loos Slip) should be submitted.
5. For vehicles that have been temporarily taken out of service, a notice of non-use for the next 2 years can be obtained in lieu of the revenue license. Notice of Use (MTS (WP-8)) should be duly completed and submitted along with a copy of the Certificate of Registration and should be notified before the expiry of the valid revenue license.
